Development Services

Development Services is responsible for overseeing the Planning, Building, and Bylaw Departments.

The Building Inspections Department is responsible for administering permit applications and issuance, conducting inspections in accordance with the the BC Building Code and the District's Building Regulations Bylaw, as well as other applicable laws and regulations to ensure the standards for construction and plumbing are consistent throughout the Province. Through plans review and site inspections, staff ensure that the design and construction of new structures comply with the BC Building Code.

The Planning Department provides advice to council, staff, local property owners, residents and developers on the use of land within the District in accordance with the Official Community Plan, Zoning Bylaw and provincial legislation.

Bylaws

Official Community Plan

Zoning Bylaw

The Zoning Bylaw regulates how land, buildings and other structures may be used in the municipality. Zoning Bylaw No. 1000, 2022 was adopted January 11, 2023.

Building Regulations Bylaw

The District's Building Regulations Bylaw outlines the authority of the District Building Official, responsibilities of the owner, prohibitions under the Bylaw, permit requirements and applications, inspections and occupancy permits and prohibitions under the bylaw. 

Development Application Procedures Bylaw

The Development Application Procedures Bylaw establishes the fees and applications to amend the Official Community Plan and Zoning Bylaw and for permits under Part 26 of the Local Government Act

Revitalization Tax Exemption Bylaw  

This Bylaw allows the District to provide development tax incentives for the purpose of encouraging revitalization areas in within the municipality.

Other Bylaws & Policies

Bylaw Enforcement provides inspections and regulatory work related to the enforcement of District Bylaws. The overarching philosophy of Bylaw Enforcement Services is to achieve voluntary compliance through education and information.

Active Transportation Network Plan

The overarching goal of the ATNP is to encourage a healthy and active community and to improve mental and physical wellbeing in the District. This plan will prioritize a list of projects to help promote AT infrastructure and provides the community with more options to commute and recreate by human-powered modes of transport. The plan will also align with the Province of British Columbia’s AT Strategy “Move. Commute. Connect.” by encouraging safe and well connected AT facilities for all ages and abilities.

Planning and Development Committee

The Planning & Development Committee, comprised of two Councillors and two community members, meets the second and fourth Wednesday of the month in Council Chambers. During meetings, the Committee reviews development proposals to be considered in conjunction with the Official Community Plan. It also provides developers the opportunity to receive initial input on their proposals. The public is welcome to attend in person or electronically via ZOOM.

Housing Committee

The District of Sicamous Housing Committee will consider community perspectives on housing needs and provide input and recommendations to Council regarding housing partnerships and the development of a Housing Strategy for Sicamous. The Committee is comprised of three Council members as well as three community representatives who represent the non-profit housing sector, the market sector and the general community. The Housing Committee meets the first Thursday of the month from 1:00 p.m. to 2:30 p.m. in Council Chambers at Municipal Hall (446 Main St) as well as electronically via ZOOM.
